Capital Project Sales Tax Commission backs new detention center, advances ballot question

The Capital Project Sales Tax Commission recommended that Chesterfield County include funding for a new detention center in a proposed capital project sales tax ballot question, Commission Chairman John Long reported at a joint briefing on July 20, 2026.
"He advised that the Commission unanimously agrees that a new Detention Center must be built," Long said while summarizing the Commission's meetings and its recommended ballot question. The recommendation is intended to be presented to voters if Council adopts the proposed ordinance and sends the question to the ballot.
Councilwoman Hattie Burns told the joint briefing that the County Council has completed Second Reading on the proposed Capital Project Sales Tax Ordinance and has scheduled a Public Hearing and Third Reading for the August 3, 2026 regular Council meeting. Burns said Council was unanimous regarding the proposed ordinance.
County Attorney Coleman R. Bryant also reviewed the proposed ballot question and noted the Commission and Council are coordinating outreach and materials to inform residents before the public hearing. No formal vote on the ordinance or ballot placement occurred during the July 20 joint briefing; the Council will consider the ordinance at its Aug. 3 meeting.
The joint briefing closed after administrative items and scheduling; the next joint briefing is set for Aug. 17, 2026.
