Supervisors told of unappropriated capital charges for broadband and radio projects

Staff reported several FY2026 expenditures charged to capital projects without prior appropriation, including a $418,503 broadband project charge and a $345,106 design charge for the county radio upgrade; staff recommended adopting appropriation resolutions to reconcile the accounts.
Board members were alerted that several capital projects have incurred expenditures without an existing appropriation. Craig Meadows said expenditures have been charged to four capital projects where no budget had been appropriated, citing a County Radio System Upgrade Design charge of $345,106, a Broadband Project charge of $418,503, the County Radio System Upgrade charge of $25,742, and a $1,400 charge for ACPS middle school baseball field lights that staff believe is miscoded.
Meadows told the Board the county will need to adopt an appropriation resolution before fiscal year end to cover those expenses and that staff will bring a resolution amendment to clean up the fund. County Administrator Eric Pollitt said he and Meadows will work with Finance staff (including Jeff Gore) to get the budget cleaned up ahead of the next budget cycle.
