Amelia County reports $12.5 million CIP fund balance, adopts FY2026 capital budget

The Amelia County Board of Supervisors received an update on the county's Capital Improvement Program (CIP) on April 29, 2026, including a reported CIP fund balance of $12,524,605 as of June 30, 2025. Craig Meadows of the Berkley Group presented the FY2026 CIP budget resolution showing revenues and expenditures of $4,403,398, funded by a $2,003,398 local use of CIP fund balance and $2,400,000 in Waste Management landfill fees.
Meadows detailed FY2026 expenditures by function: Public Safety $1,800,000; Schools $1,200,650; Public Works $1,194,889; and Parks & Recreation $207,859. Major line items in the plan include the New Animal Shelter Phase 2 ($1,582,706), ACHS track resurfacing and track lights (completed items listed in the packet), and a set of VDOT TAP and public-works projects. Meadows recommended that funding remain tied to ongoing projects until completion and that the Board adopt a resolution to carry forward CIP balances into the next fiscal year.
