The board reviewed and voted on placing the district policy implementing the 3rd Grade Success Act (House Bill 3035; referenced state code) up for comment, hearing staff describe required interventions, exemptions and compliance timelines.
Staff explained that students who do not demonstrate "minimal understanding" on the GSA may be retained unless they meet one of eight statutory exemptions or successfully retake the GSA after mandated summer school. "When 3rd graders test at that point, and you might have had time to look at the policy, if they cannot show on the GSA that they have, minimal understanding... then they will be retained for 3rd grade," staff said, describing the retention trigger and the role of documented interventions.
The presentation emphasized WIN intervention time, 45-minute daily interventions, embedded coaching and summer-school remediation with the possibility of a second, summer GSA administration. Staff noted the district cannot override a teacher's retention recommendation under state law; families may request exemption review (exemption 8) and the district will convene teams to examine data before final determinations. The board approved moving the policy forward and asked for continued communication to families and updated reporting to the state by the October deadline.
