Council discusses winter-parking signage, enforcement and ADA impacts

Staff and the police chief reviewed Peekskill's winter-parking scheme, which is in effect from Dec. 1 to April 1 and generally prohibits overnight on-street parking unless specifically signed for alternate-side or one-side parking. The police department said it provides a short grace period and flyer-based education at the start of the season before issuing citations.
Council members raised concerns about inconsistent or missing signage on neighborhood streets and the potential impact on accessible (ADA) parking spaces when alternate-side rules effectively move a single ADA curbside space across the street. The council asked staff to analyze how many ADA spaces would be affected, coordinate with DPW on signage corrections, and explore direct-mail reminders (water bill inserts) and social-media outreach.
The police chief described their early-season outreach: "The Peekskill Police Department for almost 2 weeks...will try to put out flyers on everybody's car that is parked illegally ... to give a grace period so that those that may not know will not be penalized." Council asked staff to convene DPW and other departments and bring a plan for improved signage and public outreach.
