Harvey County authorizes $320,000 purchase of 100 Motorola APX6000 radios

Communications Director Don Gruver asked the commission to authorize purchase of 100 Motorola APX6000 portable radios from Rocky Mountain Communications Services for $320,000. Gruver said the county currently owns 253 of more than 800 active radios in the county and that replacement radios of the same model were priced at $3,800 a decade ago and $5,300 earlier this year. He reported a new-model quote at $9,500 per unit and advised that a neighboring-state dealer offered 100 new-old-stock APX6000 units at $3,200 each with a six-month guarantee; the county approved purchasing 100 units for $320,000, waiving the purchasing policy.
County Administrator Kevin Frymire said CARES funds and reserves could be used for the purchase and that some radios would be held in reserve and not immediately deployed. Commissioners supported the approach as a way to replace obsolete radios, provide encrypted radios for specific staff, and avoid multi-year lease payments that would otherwise appear in future budgets.
