David Talley (speaker 22), representing tow-industry interests, said operators have been awaiting regulatory clarity and urged the board not to keep delaying a solution for full lots and abandoned vehicles.
Board members debated whether existing operations would be protected as valid nonconforming uses and whether the two-year screening compliance window was appropriate. One supervisor said the proposed amendment provides a path for out-of-compliance firms to seek approval; another worried the change could force some existing operators to stop operating if they lack prior approvals. After discussion the board voted to defer the text amendment to next month to give staff time to answer specific questions and return refined language.
