At 10:48 a.m. on July 8 the Harvey County Board of Commissioners recessed into executive session to discuss confidential employee matters under the exception in Kansas statute allowing discussion of non-elected personnel issues (K.S.A. 75-4319). The motion to enter executive session was made by Commissioner Terry Scott and seconded by Commissioner Becky Reimer. The board announced it would return to open session in the commission meeting room at 11:10 a.m. with the county administrator, finance director and county attorney in attendance.
The board extended the executive session twice — first to 11:30 a.m. and then until 11:50 a.m. — before returning to open session at 11:50 a.m. No formal or binding action was taken while in executive session, according to motions recorded at each recess and reconvening. The board then adjourned the meeting.
