Harvey County approves KDOT grant and authorizes Newton to sign runway reconstruction contracts

Harvey County commissioners voted July 8 to accept a Kansas Department of Transportation Airport Improvement Program (KAIP) grant of $671,361 to replace runway lighting and electrical on Runway 8/26 at Newton City-County Airport (EWK) and authorized city staff to sign related contracts.
Aviation Director Brian Palmer told the board the KDOT grant award exceeds the contractor's lighting/electrical bid, reducing the required local match. The board allowed Newton city staff to sign and execute the Dondlinger Construction contract (low bidder for the runway reconstruction) and to execute HNTB Task Order #3 for construction administration, material testing, AGIS survey and project closeout services. The Dondlinger contract amount cited in meeting paperwork is $4,723,240 with a local match of $472,324 (Harvey County portion noted in materials as $236,162); the HNTB Task Order total is $599,462.72.
Commissioners asked county counsel to review a timing question: bid documents submitted to Dondlinger were for a 30-day completion but the contract restricts completion to 35 days; Commissioner Reimer requested County Counselor Brad Jantz review whether liquidated damages would be triggered at day 30 or day 35. Palmer said the reconstruction meeting will determine the exact start date and that work is expected to begin in October or November.
All related motions — approving and signing the KDOT grant, allowing city staff to sign and execute the Dondlinger contract, and allowing city staff to sign and execute HNTB Task Order #3 — passed unanimously.
