Committee backs pre-disaster flood resilience grant to assess dozens of county-owned floodplain parcels

County staff will submit a pre-disaster flood resilience grant to assess about 47 county-owned or acquired floodplain parcels and recommend low-cost conservation measures; the finance committee approved forwarding the application and match commitments.
Finance staff told the committee they would apply for the 2026 pre-disaster flood resilience grant through Wisconsin Emergency Management to evaluate county-acquired properties in floodplains and recommend conservation practices to improve water infiltration.
A staff member said the scope covers ‘‘all of those properties that we acquired and demoed that are in the floodplain, right now, I'm at count of 47, and there's more out there.’’ The staff presentation said the application will include a county-wide map of sites (staff said the application is due Dec. 12), targeted hydraulic/hydrologic (H&H) studies for some areas, and an estimated grant request of $50,000 to $100,000 with a required 25% match. Committee members approved the motion to proceed and carry the application forward by voice vote.
Staff said the work plan would have a consultant (Matt Eddy was named as the assessor) inspect each site and provide implementation options the townships and municipalities could adopt; separate grant applications would be required to fund actual on-the-ground implementation.
