Council adopts new fee schedule for ADU preapproved plans and legalization of unpermitted ADUs

The council voted to amend the city's 2024'25 schedule of fees to add two charges implementing recent state legislation governing preapproved ADU plans and legalization of unpermitted ADUs/JADUs. Planning and Building Director Kevin Jackson briefly presented the item and said the department calculated fees from the estimated hours staff will spend on the new services.
"We're just seeking approval for 2 new fees, both in response to legislation signed by Governor Newsom last year," Jackson said, describing one fee for permits for preapproved ADU plans and another for permitting ADUs built without a permit. Councilmember Ramsey moved to adopt the resolution and Councilmember Long seconded; the council adopted the change by roll-call vote.
Jackson told the council the city has not yet processed these application types and that staff will update fees based on a fee study planned for spring to ensure cost recovery and CPI-based adjustments in future years.
