During the public-comment portion of the July 9 meeting, resident Jody Debault urged the council to enforce city codes addressing garbage, boarded windows, uncut lawns and junked vehicles, saying the city's condition "has become an embarrassment to Minnesota & Todd County."
Debault said enforcement must be consistent "between each and everyone of us regardless of race" and that city staff and police are paid to uphold ordinances. Renee Kreemer followed, saying loud music on weekend nights prevents her household from hearing the television from inside their home and that repeated calls to police had not resolved the problem: "they are unable to hear the tv in their own home due to it, from music a whole block away."
Both speakers asked the council to ensure police and code enforcement respond to complaints. Council discussion on subsequent agenda items referenced enforcement responsibilities but the transcript shows no immediate new enforcement directive was adopted during the meeting.
