City planning staff provided a detailed status report on the zoning and subdivision-code rewrite project, saying the second round of public engagement just wrapped up and that staff met with neighborhood associations, stakeholders and institutional partners (including hospitals and universities). Staff described proposed form-based elements to accommodate duplexes, triplexes and fourplexes on smaller lots and said the intent is to reduce nonconforming parcels rather than create new ones.
Staff acknowledged outstanding work on density ratios, minimum-lot-size figures and final maps; they said consultants are drafting the zoning-district descriptions and that the intent is to return mid-late August with a more substantial draft and schedule a joint council–planning commission meeting in early September. "Our intent is still of having all that adopted and go into effect in January 2027," staff said. Council thanked staff for the outreach and said they appreciated the engagement process.
