West Linn board asks for clearer plans, photos and notes district notification on Bolton nomination

During its evaluation, the Historic Review Board requested supplemental documentation to strengthen the nomination: clearer diagrams that identify which sections were built in which years, modern color photos (including aerial images), and more explicit mapping of contributing and noncontributing features. Members said the nomination's existing aerial photos and archival sources were helpful, but that contemporary photos and site diagrams would make the case clearer to reviewers.
One board member expressed concern about moving forward without an explicit statement from the property owner. "It seems a little cart before the horse to not have the school district on board," the member said. Staff responded that the school district has been informed by SHPO and that public‑owner comments are part of the state and federal review process. Staff also offered that the HRB could submit a supplemental letter summarizing technical comments alongside the evaluation sheet.
The board voted to approve the nomination categories while asking staff to include comments recommending additional photos and a diagram showing dates and locations of major additions (1954, 1957, 1965 and a later library in 2010).
