Historic Review Board recommends Bolton Primary School nomination for National Register

The West Linn Historic Review Board on May 14 recommended that Bolton Primary School be forwarded to the State Historic Preservation Office for consideration on the National Register of Historic Places. The unanimous recommendation followed a presentation by the nomination's author and a period of board questions and public comment.
"I started to learn a little bit about post‑war educational philosophy and how that has really informed the architecture of the buildings of that time period," the nominator, Christy Lance, told the board, describing midcentury design features such as abundant natural light, classroom sinks, window boxes and a covered walkway. Lance said she compiled PTA records and aerial photos and worked through multiple review cycles with SHPO while preparing the nomination.
Board members evaluated the nomination against the standard National Register criteria and supporting documentation. Members discussed alterations and additions (noting main additions documented in 1954, 1957 and 1965), the nomination's change of category from 'building' to 'district' to reflect contributing landscape elements and a detached structure, and the strength of the narrative history and sources. After walking through integrity, description, significance, facts and sources, and supporting materials, members voted "okay" on each category; staff recorded a unanimous consensus among the four members present.
Staff said they would prepare a letter incorporating the board's comments for submission to SHPO and the State Landmarks Commission. The board's recommendation is a technical evaluation of whether the property meets National Register criteria; the school district, as owner, will still have the opportunity to comment during the state and federal review process.
