Anna Baggett of TSW Design presented the finalized draft of Lilburn's Comprehensive Plan Amendment during the June 8 work session. The amendment replaces the future development chapter of the 2024 plan and refocuses guidance toward building form, code updates, and mobility improvements, including a centralized "trail framework loop" near Downtown and US 29.
The draft creates six new designations ranging from Core High to Suburban Low and sets a maximum building height of six stories, shifting the city's approach from rigid land‑use categories to guidance about building form and scale. Staff said no formal action was taken; the draft will next go to the Planning Commission and, after a second public hearing, will be transmitted to the Georgia Department of Community Affairs (DCA) and the Atlanta Regional Commission (ARC) for a standard one‑to‑two‑month review.
Why it matters: the amendment would change how future development is shaped downtown and along US 29 by emphasizing form, heights and mobility connections rather than prescriptive uses. The Planning Commission review and the DCA/ARC review are the next procedural steps before any ordinance adoption.
