Emergency manager warns FEMA changes could shift grants to state, asks for travel approval

The county's emergency-management director reported that FEMA completed a year-long review and is recommending changes that would move grant administration and responsibilities toward the state level, making local emergency managers more responsible for front-line preparedness and for meeting grant prerequisites.
"Basically, they wanna take, FEMA and reduce it significantly in size and then take those resources, push them to the state, and then, directly make each of the local, emergency managers responsible for response," the director said. He warned that the change would require more work from the local office to remain eligible for grants. The director also asked for approval to travel to Gillette Airport on June 10 to participate as an evaluator for an exercise; commissioners had no objections.
The director said he would forward the full FEMA report and a PowerPoint from the director to commissioners and that many of the report's recommendations were likely to be forwarded to the president and legislature.
