Resident Vic Nichols asked how parts and serialized components would be treated under the wording. The city attorney explained that Virginia law generally preempts local regulation of firearms transfers and suggested the more legally consistent wording: "firearms or components thereof." Council Member Newan amended the stipulation accordingly; there was no objection from the attorney, and the motion passed.
The clerk recorded the motion as adopted by a 6–2 vote. The decision allows the small business to operate under the approved stipulations; planning staff will update permit records and ensure conditions are enforced.
