LS Greenlink’s managing director, Patrick Shim, and Doug Smith of the Hampton Roads Alliance outlined anticipated local economic impacts, including what the record describes as "over 300" new jobs and an investment the transcript references as more than $680,000,000. Staff and the applicant said coordination with the Navy, FAA and Norfolk Southern is ongoing and that stipulations and site plans will be reviewed with those agencies; council adopted the revised stipulations by a 9–0 vote.
Council members asked about Navy comments and were told the Navy's concerns are being addressed in the stipulations and site‑plan review process. The application covers a site on the Elizabeth River adjacent to the Saint Julien's Creek Annex and proponents said the project would support regional maritime and offshore wind supply‑chain growth.
