The Chesapeake City Council voted unanimously to approve a proffer modification for a parcel at 845 Battlefield Boulevard South to revise access easements for adjoining commercial parcels.
Planning staff told the council the change is limited to future access and recommended approval; Mr. McNamara said the revised proffer language (dated 09/20/2024) was acceptable. Grady Palmer, who identified himself as representing Big Ugly, told the council "the only change to the proffers that we have requested relate to future access for adjacent commercial properties" and emphasized that previously negotiated landscaping and hours-of-operation proffers would remain unchanged. The council adopted the measure 9–0.
The action affects an existing proffer package and was described by the applicant as a narrow modification to allow future commercial access arrangements. No amendment to operating hours or landscaping commitments was requested, city staff said. Council members asked no substantive follow‑up questions during the public hearing and the motion passed without recorded dissent.
