Manager updates include RFPs for winter sand, sand/salt shed, equipment purchase and a land-use enforcement action

The town manager briefed the board on a Sept.15 Casco Village workshop, an RFP for screened sand (bids due Aug. 13; award anticipated Aug. 18), an RFP for a sand/salt shed to return Sept. 4, delivery of new pavement-marking sprayer equipment, identification of two private roads not meeting standards, and pending land-use enforcement seeking court compliance.
During the manager's update, staff announced a Casco Village community workshop scheduled for Sept. 15 to discuss resilience planning and zoning concepts and encouraged attendance. The manager said the town issued an RFP for screened sand for the 2026–27 winter season with bids due Aug. 13 and anticipated an award at the Aug. 18 meeting; an RFP for a sand/salt shed has also been issued and will be taken up on Sept. 4.
Public Works received a new sprayer that will allow in-house repainting of crosswalks, pavement markings and handicap spaces, and staff said road-foreman inspection identified two private roads (Cone Ave and Lower Coffee Pond) that do not meet 1972 private-road standards and that owners will receive notification. Legal counsel has filed a land-use enforcement action seeking court compliance and civil penalties for an owner and lessee allegedly violating a cease-and-desist order; staff said they will ask the court to expedite the ruling because violations have continued more than four months.
The manager also reported he will be on vacation Aug. 28–Sept. 9 and that Chief Brian Cole will oversee critical manager responsibilities during the absence.
