The Beaufort County Board of Education discussed a draft administrative regulation (SS‑62) implementing South Carolina's interdistrict transfer provisions and identified several issues the district must address before finalizing local rules.
Dr. Carr, reporting the academic committee's July 21 meeting, said the committee submitted the draft interdistrict transfer regulation to the state for review and described steps for implementation beginning in the 2026–27 school year. "The committee discussed concerns about grade inflation and the need for proper implementation of the new mastery‑based grading requirements," Carr said.
Board members stressed the need for community engagement and a careful financial analysis. One member said transfers could negatively affect the district's finances if nonresident students shift tax burdens to other counties. Others flagged potential effects on class ranking, valedictorian/salutatorian timelines and high‑school athletic eligibility.
Members asked district staff to model enrollment and fiscal scenarios and to design public outreach so the board can weigh tradeoffs before adopting specific local transfer rules.
