Chesapeake City Council on a unanimous 8-0 vote approved a memorandum of agreement with the Virginia Department of Social Services authorizing state funding for Buffalo Family & Friends Incorporated and then accepted and appropriated $400,000 for the nonprofit for fiscal year 2025.
Council moved swiftly after staff said the city had not yet received the funds but that adopting the appropriation as an emergency would allow the city to transfer the money to Buffalo Family & Friends as soon as the state transmits it. City Manager staff clarified that without emergency action the transfer could not occur for 30 days after council approval; with the emergency designation, funds will be transferred immediately upon receipt.
The nonprofit’s supporters in the audience urged approval. Councilmember Lewis moved approval of the MOA and the appropriation; the motion passed with no dissent. The city manager said staff will notify the council when the funds arrive and will execute the transfer to Buffalo Family & Friends for their hunger-relief and community programs.
The action includes a resolution authorizing the city manager to execute the MOA and a separate appropriation ordinance for the $400,000. No amendments or conditions were added by council during the votes.
