Centennial board reopens debate on stricter secondary cell-phone rules, seeks more input

The Centennial School District 28J board spent substantial time Oct. 9 discussing secondary student cell-phone use and enforcement.
Superintendent James Owens recalled prior conversations and the August board retreat, then invited secondary principals Nathan Buck (CMS), Jeb Hubbs (OMS) and Marin Miller (CHS) to share practices. Principals reported the district is enforcing an “Off and Away” rule across secondary schools; confiscation occurs after repeated offenses and parents are contacted after a third violation. Board members said they want district-wide consistency while acknowledging differences between middle and high school environments.
Student representatives Lashmey Kitthisane and Kler Say told the board that an absolute ban may not be effective for every student and that enforcement consistency is important. Board members discussed surveying school climate and involving parents and students as the district refines policy language. No formal vote was taken; the board directed further work to align policy with current practices and to return with more information.
