Board reviews first readings of multiple policies; committee to refine volunteer background checks and naming rules

General counsel Amy Moore led the first reading of a number of board policies, asking members to review the proposals on the district website and provide feedback before the items return for a vote next month. The 200 series (board operations/bylaws), 800 series (naming procedures) and 900 series (community education, facility use and volunteer procedures) were discussed.

Moore noted a substantive change to Policy 8‑11 (naming educational facilities): the draft removes the ability to name facilities or areas within facilities explicitly in honor of people and instead focuses naming on programs, communities or geographic areas; the superintendent will manage the naming process and the board would vote on names presented. “We removed that as a possibility, focusing more on naming areas for programs, communities, geographic areas,” Moore said.

Directors asked clarifying questions about whether a separate code of ethics for board members would be desirable and how many members MSBA model policy assumes for the board. Board members also pressed for clearer volunteer procedures; one director asked whether background checks and disqualifying offenses would be specified. Moore said the procedure will reference statutory disqualifications and noted factors considered in volunteer eligibility (nature of offense, time elapsed, and supervision during the activity).

Moore said updated procedures will be posted and invited feedback; several items may be returned for further review before a vote at a future meeting.
