Staff told the committee the project’s minor‑use permit requires establishment of a zone of benefit and an engineer’s report to calculate an assessment fee that would contribute to transit operations as mitigation. Staff said they are working with Placer County to determine the timing and trigger for the assessment (potentially at occupancy or project completion).
"The affidavit of posting that you'll see attached was completed on Friday," staff said, noting Placer County requires the posting 30 days before the County Board meeting. Staff said the matter will go to the Placer County Board of Supervisors in December; Ireland confirmed the airport district decision related to the parking lot is scheduled for December 4.
Committee members asked whether the district could vote no; staff warned that declining could leave the district out of compliance with the county’s conditions for the permit. Ireland explained the requirement stems from the adopted area plan and state law and is designed to ensure properties contribute to transit operations as a mitigation measure.
