Town water staff updated the committee on the lead-and-copper inventory and sampling program required under state rules. Staff said the town completed the second semiannual sampling round and has sent most notification letters; they are required to collect 60 first-draw samples twice a year and are aiming to verify 120 sites to provide a buffer for rejected samples.
Staff explained the logistics: crews drop a 1-liter bottle at the residence the night before, residents collect the first-draw sample the next morning and staff pick it up for laboratory testing. Because private service lines are owned by residents, teams must obtain permission to excavate to confirm whether a service is lead, galvanized, copper or plastic. Excavation for verification is typically a small 2-foot-by-2-foot area (about six feet deep in some cases), the vac truck generally stays on the street, and staff backfill and topsoil any disturbed area.
Committee members and residents discussed outreach: staff plan to include customized service-line material notices with the October water bill mailing (8,000 addresses) to avoid a separate mailing and provide an FAQ to contextualize what “lead” or “unknown” entries mean for household risk. Staff also noted that some areas ("Old Town") have a higher concentration of older service lines; door-to-door follow-up and focused outreach will continue to recruit participants where unknown service lines exist.
