Committee reviews 2025 salary ranges and retroactive COLA timing

Staff outlined 2025 salary ranges and said the cost-of-living adjustment (COLA) was applied retroactively to the pay period that began Dec. 7; the committee was told the full board must approve salary ranges and that the item will be brought forward outside consent.
Staff presented the proposed 2025 salary ranges and explained the administrative timing that made the cost-of-living adjustment retroactive to the Dec. 7 pay period. Staff noted the requirement under CCR 570.5 for board approval and said the item will go to the full board rather than be handled on consent.
"This item likely looks familiar, and it is required under CCR 5 7 0.5 for the board to approve the salary ranges for the fiscal calendar year," the presenter said, adding that the COLA was applied beginning Dec. 7 and that the committee will see the item again in November next year so it will not be retroactive going forward (SEG 187–195, SEG 202–204). The presenter also described including three exempt positions on the salary schedule to provide hiring flexibility for accounting.
