He added that historically the department regularly underspends and rolls unspent funds forward; for example, the district budgeted about $600,000 last year but projected actual 2024 spending at about $222,000.
Staff listed projects covered in this line (district water-rights work, administrative facilities master plan completion, a 2025 urban water management plan and a greenhouse-gas analysis) and noted roughly $77,000 in grant funds will reimburse parts of the greenhouse-gas analysis.
