The board voted to adopt item 266‑23 SP5, the SELPA local plan and the special education annual service plan. Staff emphasized the fiscal and programmatic consequences of delay: "If there is a delay or failure to adopt the SELPA local plan, this would significantly impact the timeliness of the district receiving SELPA funds," Superintendent Dr. Sue said as she urged approval. Commissioners pressed staff on whether changes requested by the Special Education CAC were reflected in the documents; staff said some updates were pending due to timeline constraints and committed to reflect the changes when the budget reopens on July 1.
Elliot from the California Department of Education reiterated the risk to funding timelines and urged timely adoption. After debate and clarification about how the July budget re-opening will accommodate late inputs, the board approved the SELPA plan in a roll-call vote.
