Staff budgets $2.9M to buy private water system; board hears customer-billing and meter transition plans

Staff told the board the proposed 2025 budget includes a $2.9 million use of a water system acquisition reserve to purchase a private water system and additional interim loan financing for capital projects. "Large business ventures, 2,900,000 budgeted for the purchase of a private water system using the water system acquisition and infrastructure improvement property tax reserve," Andrew said while reviewing funded uses.
Board members asked how the district will bill newly acquired customers and what communications are planned. Staff said they expect to begin billing on Jan. 1 using the best available customer data, that some customers (previously billed annually) may see around 50% higher bills on a monthly basis, and that the district will request customers check bills and contact staff if they see inconsistencies. Staff also noted plans to replace incompatible meters in 2025 and to pursue loan proceeds and interim financing to cover capital projects.
