TCPUD previews Prop 218 rate changes and schedules Nov. 15 public hearing

Staff presented the district's Prop 218 rate study recommendation and a schedule for public hearings and protests. The proposed 2025 rates would move customers to the rate study's year-one structure; staff said impacts are larger for some meter sizes and will be more uniform in later years. "Our recommendation will be that pending the results of the Prop 218 process, that we increase base and tiered consumption to the proposed Prop 218 rates for 2025," Sean said.
Directors asked for specifics about how large-service meters and certain customer classes will be affected and asked staff to prepare clear communications. Staff confirmed a public hearing on Nov. 15 will be the final opportunity to receive written protests; staff reported ongoing protest counts and said final tallies will be presented before asking the board to adopt rates.
