Board sets June 22 meeting, outlines bond oversight and implementation steps

The Cascade School District board agreed on next steps for implementing the voter-approved bond, including a short called meeting on June 22 to adopt a post-election resolution and the launch of a seven-member bond oversight committee.
"By state law, it has to be done before July 5," Greg, the district's director of communications, told the board as he outlined the administrative steps for certifying and rolling out the bond. He described the oversight committee as a citizen panel that "will meet 3 or 4 times a year" to review spending and provide public reporting on whether the district is meeting promises made to voters.
Greg said the district is planning to participate in the Oregon School Bond Guarantee Program to improve the bond’s marketability and that the district will likely hire an owner's representative and architectural firms to manage sequencing and bidding for capital projects. He urged careful sequencing to avoid rework — for example, not installing an HVAC unit that would have to be removed for a later reroofing project.
The board also heard a warning about a new law effective July 1 that will require prevailing wages on public projects. "There is a new law, that takes effect July 1 that for public entities... even pre manufactured buildings need to pay prevailing wage," Greg said, adding that the change may affect plans that had relied on lower-cost premanufactured options.
Board members discussed timing and agreed on a short, in-person called meeting at 5:30 p.m. on June 22 to read and adopt the required post-election resolution and to open applications for the oversight committee. The regular July meeting was set for July 27 at 7:00 p.m.
