Board budgets for $40M bond package; staff say about $30M would be local tax if voters approve

Board members reviewed the proposed bond appropriation and tax impacts. Staff explained that Oregon budget law requires districts to appropriate the full bond amount in the budget package even though voter approval is still required; the budget therefore includes a $40 million bond appropriation that raised the total proposed budget to $105,185,769.79.
A presenter clarified the local share: "even with approving the full $40,000,000 for the bond pass, only $30,000,000 of that would actually be charged to local taxpayers," and staff said the district expects to ask voters about the bond in May. Staff also noted that the bond's additional tax rate would be separate from the district's permanent rate (the permanent rate remains 4.6405 per $1,000). Trustees discussed timing for community outreach and said staff would support messaging to explain projects included in the bond.
