"House Bill 3198 applies to the early literacy grant, it is a non-competitive grant that is $100,000," Ms. Swan said. She explained the grant pays for coaches, including one instructional coach at each building, supports weekly coach–teacher collaboration and funds curriculum updates. Ms. Swan said the district uses SIPPS, a research-aligned set of literacy strategies, and that kindergarten performance is averaging at about the 84th percentile so far.
Ms. Swan described that students receive daily, targeted instruction of about 45 minutes and that pairing coaches and teachers in the same grade and building has supported student development. The presentation was framed as an update; the board did not take separate action on the grant at the meeting.
