District previews Integrated Guidance application and ODE monitoring timeline

Shannon Brennan, Director of Teaching, Learning & Assessment, told the board the district consolidated separate program applications into a single Integrated Guidance application to better align resources with the strategic plan and Intensive Program. She outlined firm internal deadlines: Cabinet review on Feb. 20, strategy finalization meetings March 6 and 12, and application finalization meetings April 3 and 10 ahead of submission to ODE at the end of April.
Brennan also updated the board on the district's federal program monitoring status, noting the district completed a December self-assessment and had an initial ODE meeting in January. The monitoring cycle covers Title I (schoolwide), Title II (professional development), Title III (English learners), Title IV (student support), McKinney-Vento and Equitable Services to Private Schools, with required materials due in February, follow-up in March and an anticipated ODE site visit in April or May. CFO Randy Anderson told directors that financial penalties are possible but unlikely and that ODE's approach in this cycle is collaborative rather than punitive.
Board members asked how long the Integrated Guidance plan remains valid. Brennan said the application covers a two-year biennium (2025–2027) and, "if ODE maintains the current schedule, we will repeat this process in 2026-27," so staff expect to revisit and revise strategies in the next cycle. The board will receive Brennan's March draft for review and feedback before final submission.
