Board hears construction progress and bond-program finances; trustees warned of legislative risk to bond timelines

District construction and bond-program staff briefed trustees on multiple active projects and the district’s bond finances, and warned that proposed state legislative changes could affect projected timelines.

Veil Sprazanskis, delivering the construction report, described Moss Elementary as having exterior work largely complete ("brick is a 100% complete") and said Magnus Middle’s underground utilities were about 90% complete. Sprazanskis also walked the board through new high-school progress, noting the auditorium is rising and precast bleacher installation is scheduled to start next week.

Byron, who presented the bond-program update, told trustees that the district has "already spent, just under 200,000,000, out of the 2023 bond program," has sold $275,000,000 and earned about $12,500,000 in interest, leaving roughly $88,000,000 cash on hand. He said another bond sale is anticipated in the summer and cautioned timelines remain sales-dependent and weather-dependent for construction items such as slab pours.

Byron also summarized takeaways from Rockwall County Days and meetings with state legislators, warning that legislation under consideration (including a higher homestead exemption in SB 4) could compress property values and make it harder for growing districts to sell bonds on schedule if hold-harmless language is not written into bills. Trustees discussed coordination with other fast-growth districts and pledged to keep district representatives informed as bills advance.
