After nearly two hours of public comment and council debate, administration told the council it would pull the parks-fee adjustment from the next day's meeting and return with refined options. The city manager said: "If coming out of today's meeting, there's a clear consensus that that option is off the table, that item gets pulled." Mark Mason (assistant city manager) confirmed the authority for parks fee adjustments exists in the current resolution but that staff would not advance the proposal the next day if council indicated it was not an option.
Council members coalesced around a plan to use about $871,338 from a vacancy review and to budget the remainder with interest earnings, with the apparent goal of adopting a tentative millage of approximately 5.1471. The direction was presented as council consensus and will be reflected in staff’s next workshop materials; staff will present verified vacancy counts, service-impact analyses and an interest-earnings plan at the Aug. 11 and Aug. 18 workshops ahead of public hearings in September.
