McGowan walked trustees through changes to board officer duties (BDAA), committee definitions (BDB/BDF), background checks (CJA), facility safety (CSA), facilities construction thresholds, gifted‑and‑talented language, the creation of a parental‑portal policy to comply with Senate Bill 12, and updates to student welfare and reporting rules tied to the most recent legislation. On reporting timelines, McGowan said the district’s policy was being updated to reflect a change from a 48‑hour to a 24‑hour reporting requirement: “These are changes from the 89th legislative session, specifically Senate Bill 5 71, which changed the reporting requirements from 48 hours to 24 hours,” she noted.
She also described the district’s approach to election‑season signage on district property, explaining that city ordinances differ across Garland, Richardson and Dallas and that the proposed policy mirrors guidance used by neighboring districts to provide clarity on where and when campaign signs may be displayed.
McGowan said the changes will return for board action in May, after the trustee election, and that administrators have already ensured many practices (for example, parent portals and facility rules) are in place.
Trustees asked clarifying questions about timing and implementation; McGowan confirmed the policy changes will not affect the upcoming election cycle and will be posted again at the May board meeting for action.
