City applies for $7,000 grant to add satellite communications and portable power

City staff told the council they applied last week for a grant a little over $7,000 to improve emergency communications and continuity of government. Staff said the request covers portable power supplies, subscriptions and a commercial Starlink terminal for a portable community communications center to be used when cell service or power is unavailable.
Staff framed the proposal as a best practice for small cities seeking to maintain situational awareness and to support first responders when conventional communications are degraded. Council members asked whether an emergency plan was required to apply and how EMS contracts and ambulance services are managed; staff said they work with the regional emergency system and that the city has an agreement with 3 Rivers (ambulance service) that is currently expired but being updated.
