Board approves attendance waiver and emergency-closure resolutions after repeated Public Safety Power Shutoffs
Summary
Following repeated Southern California Edison Public Safety Power Shutoffs that disrupted operations at district schools in December 2024 and January 2025, the board approved a J-13A attendance waiver and resolutions (R-25-04 and R-25-05) to receive credit for lost instructional days; all measures passed 5-0.
District staff told the board that multiple Southern California Edison Public Safety Power Shutoffs affected Leona Cox and Canyon Springs Community Elementary schools and disrupted services on Dec. 9 and 10, 2024, and Jan. 13, 15, 16, 21 and 23, 2025. Dr. Joshua Randall presented a J-13A Attendance Waiver request under Education Code provisions to allow the district to receive attendance credit for days lost or with emergency conditions; the board approved the waiver by a 5-0 vote.
The Board also approved Resolution R-25-04 to receive credit for emergency closure of State Preschool programs and Resolution R-25-05 to receive credit for missed days for the Expanded Learning Opportunity Program, each citing applicable Education Code sections. Randall explained the closures were due to safety concerns from power outages and that the resolutions secure state credit for the lost instructional time.
