The Board of Health voted unanimously on Aug. 4 to approve local upgrade variances for two properties owned by Glenn Ellis at 12 Old John Reed Road and 101 John Reed Road, imposing multiple conditions to protect water quality and neighbors.
"I move that we approve the plan for 12 John Reed Road, dated 06/11/26, with the following conditions..." said the member who moved the motion. The approval for 12 included installation of a new well point, abandonment of the existing well, a satisfactory initial water quality analysis, ConCom (Conservation Commission) review, a hold‑harmless agreement, and three years of periodic well testing; the local upgrade allowed a 76‑foot SAS setback to the proposed well and an 80‑foot setback to the neighboring well. The board confirmed those conditions and recorded a unanimous vote.
For 101 John Reed Road the board granted related variances (proposed leach area less than 100 feet but more than 50 feet from the owner's well; proposed distances recorded at approximately 74 feet for the SAS) conditioned on ConCom approval, a three‑bedroom deed restriction and a hold‑harmless agreement. Staff noted lead readings in the 101 property's water lines were associated with solder joints and advised sending a DEP notice about elevated lead and health effects to the owner.
