Residents press city on code enforcement, solar farm concerns and broadband progress

During the citizen-comment period, resident Vic Nichols presented a series of service and policy concerns he said affect neighborhoods across the city. Nichols cited what he described as inconsistent enforcement of overgrowth rules, reported photos of vegetation and dying trees at a local solar installation overseen by Virginia's Department of Environmental Quality, asked whether a volunteer app for reporting disabled-parking violations could be deployed, and requested access to the city's financial data for analysis. He also raised a safety complaint about removal of a left-turn access on Nells Ridge Boulevard near a veterinary clinic and asked staff to investigate.

Nichols summarized his concerns: "Where's the consistency?" he asked, and requested follow-up from staff on enforcement and the roadway change. Later, Brad Moore of historic South Norfolk spoke to commend planning staff for outreach and public-safety officers for National Night Out engagement; he also brought up a canoe-race controversy in his neighborhood but said the matter is settled.

Councilmembers and staff acknowledged the concerns. Councilmember Ritter and others asked staff to report back on broadband projects and planning comments; the mayor and manager indicated staff would follow up on the specific code enforcement, roadway and broadband queries. No formal council action was taken during citizen comments; items were referred to staff for investigation or follow-up.
