Tucker explained the procedural next steps: "Once that summary is received by procurement, then the notice of intent to recommend award will be posted. The cone of silence is still in effect and again will remain in effect until the conclusion of the 5 day protest period once that notice of intent is posted." If no protest is filed during the five-day window, procurement will proceed to negotiate the agreement with the selected firm and present an item to the board for approval as required.
During scoring the committee emphasized the need to verify references and permitting claims for some proposers before final contract negotiation. The chair was directed to prepare a written summary and recommendation for procurement, and procurement staff will post the notice of intent to recommend award and manage the protest timeline.
