Director urges change to enrollment reporting to speed State School Fund adjustments

Director Dayna Wynn-Elledge told the board she has been advocating for the ability to update student enrollment counts quarterly so the State School Fund allocations better reflect actual year-to-year changes. Wynn-Elledge said she has spoken with counterparts in South Wasco and with a staffer to Representative Jeff Helfrich about bringing the issue forward, and she encouraged others to contact legislators to support the change.
CFO Randy Anderson told the board there is a current "safe harbor" provision that prevents districts from receiving less funding than the prior year when enrollment drops, but he said recognition of enrollment gains "often comes too late—sometimes after the school year is over." Both officials framed the proposal as an accounting and operational improvement that could help districts secure funding more quickly when student populations rise.
