Trustee Charlie Shain moved to appoint Jim Rogers to the Village Board; Trustee Nicole Shain seconded and the motion carried with four ayes (Mayor Johnson and Trustees C. Shain, N. Shain and Togliatti). A separate motion to appoint Laura Emling likewise carried with four ayes. Attorney Chris Dearth administered the oath to both Emling and Rogers after their appointments. The appointments expanded the board membership before the meeting’s subsequent votes on several ordinances.
