Commission approves 47 West Shore exterior remodel and recommends revocable license for planters in the right‑of‑way

The Planning Commission granted design‑review approval for exterior renovations at 47 West Shore Road and recommended the city council approve a revocable license for front‑yard improvements that encroach into the public right‑of‑way.

Staff described a project that replaces siding, windows and doors, enlarges decks (including a northern deck enlarged from 152 to 600 square feet), and proposes new landscaping and a hot tub; the project also requests a revocable license to allow landscaping and driveway features within the West Shore Road right‑of‑way. Staff noted the applicant corrected plan legend discrepancies and clarified the lighting plan prior to the hearing.

Owners Stacy and Matthew Perry and architect Steven Sutro explained the fence will be relocated to the property line under a separate permit and that the revocable license would instead cover landscaping in the right‑of‑way; Sutro said the final fence will be a metal design that follows the property line. Commissioners asked for finalization of the lighting and landscape sheets, confirmation of a 36‑inch landing at the front egress door and clarity on the material and scale of proposed low planters. Commissioner Watson moved to approve design review with conditions that the lighting and landscaping plans be finalized and approved by the chair and that a 36‑inch front landing be provided if necessary; the motion passed.

On the revocable license the commission recommended approval to council for the approximately 18‑inch high concrete planters projecting about 2 feet into the right‑of‑way, subject to final chair approval of the finalized landscape plan. The commission recorded the recommendation with the expectation the applicant will submit revised plans showing dimensions and materials before council consideration.
