As presented to the board, the upgrade covers labor, equipment and materials and was recommended by staff and contractors for improved safety: "So these will be enclosed rollers, so there won't be any pinch points," the administrator said while explaining the safety rationale. The administrator noted the PTO has been approached to cover the budget gap and there are repair funds available if the PTO cannot pay the difference.
Board members supported the upgrade as a safety and durability improvement and voted to approve the change order. The administrator will return if the PTO declines to cover the overage and use repair funds as a fallback.
