Chelsea presented a request from Zane Robbins on behalf of property owners to rezone 2409 and 2411 West South Street from R2 (single family) to C3. Chelsea noted some address confusion and asked commissioners to consult parcel numbers and submitted materials; she also warned that higher-impact uses such as truck stops would require separate conditional-use or site-plan review.
After the presentation there was no motion or second. Chair Jim Stillwell explained the procedure: "If there is no motion nor 2nd, this item will fail for lack of a motion." The item therefore failed for lack of a motion; commissioners did not take a roll-call vote for approval or denial.
