Spring Branch ISD trustees approve nonrenewal and termination actions; report filed for one resignation

At an Aug. 12 board workshop, Spring Branch ISD trustees approved routine personnel items, voted to nonrenew the contract of Lisa Nettey and to void the contract of Teresa Castagnoli for lack of certification, and approved a resolution to report the resignation of Kyle Cusimano to the Texas Education Agency (6-1).
The Spring Branch Independent School District Board of Trustees approved several personnel actions after reconvening from an executive session on Aug. 12, 2024. President Lisa Andrews Alpe said the board "reconvened the meeting in open session at 8:05 PM and said that no action was taken while in the closed session." Following that reconvening, trustees approved routine personnel items in a 7-0 vote on a motion by Trustee John Perez, seconded by Vice President Courtney Anderson.
In separate votes the board moved on individual employment matters. Vice President Courtney Anderson moved and Secretary Shannon Mahan seconded a motion that the board nonrenew the term contract of Lisa Nettey at the end of the 2023–2024 contract term under Board Policy DFBB (Local); the motion passed 7-0, and the board authorized the superintendent or her designee to provide the employee notice. Anderson also moved, seconded by Trustee Caroline H. Bennett, to void the contract of Teresa Castagnoli and terminate her employment immediately for lack of a valid certificate for the assigned position; that motion passed 7-0.
Trustees also addressed two resignation-related items. On a motion by Vice President Anderson, seconded by Trustee John Perez, the board indefinitely postponed a finding of no good cause regarding the resignation of Kristen Sibaja; that motion passed 7-0. Separately, Secretary Shannon Mahan moved and Trustee John Perez seconded a resolution finding no good cause exists for the resignation of employee Kyle Cusimano and asking the superintendent to report the matter to the Texas Education Agency; the resolution passed 6-1, with Vice President Courtney Anderson casting the sole opposing vote. The board recorded authority for these personnel deliberations under Texas Government Code Sections cited for executive session.
